Primary Purpose of the job Coordinate Process Safety Management (PSM), includes Process Hazard Analysis (PHA), Risk Management Programs (RMP), Safety Management Program (SMP) and Management of Change (MOC). Development of the company’s Occupational Hazard Identification Risk assessment. Implement and conduct continual improvement of site safety and loss prevention. Principal Accountabilities a) Evaluates petrochemical process and identity hazards of thermal expansion, brittle facture, fire and explosion, toxic exposure, chemical and reactive chemistry hazards. Evaluates the risk from those hazards, both qualitatively and quantitatively. Assists in the identification and evaluation of cost effective engineering solutions to reduce these risks b) Assists in implementation of culture based safety program such as ISRS to reduce lost time injuries to zero, so as to improve plant safety records and employee health standards c) Audits key elements of process safety to ensure process is being followed. Communicates and works with management to ensure proper emphasis on process safety. d) Ensures proper application of MOC and appropriate hazard analysis and risk assessments are performed on changes. Confirms proper resolution and closure of recommendations from process safety studies, audits, and incident investigations. e) Coordinates and ensures effective execution of hazard and risk assessment studies. f) Leads process hazard and other process safety analysis at site and participates in new projects. g) Promotes development of new and updated tools for process safety applications. Prioritizes actions to eliminate/mitigate process safety risks. Ensures that projects fully address process safety in design and satisfy process safety requirements. h) Enforces the implementation of company’s Health, Safety and Environment Management System (HSE-MS) and also promote awareness of its use among all division and department personnel. Develops procedures and standard instructions covering Health, Safety, fire fighting, hazard intervention and loss prevention i) Prepares reports on incidents with recommendations for resolutions. Prepare regular reports on incidents and statistical summaries of resulting losses. Provides specialist advice and assistance on Health, Safety, Firefighting and Environment aspects to plant departments j) Develops and conducts safety training programs for all employees aimed to promote accident prevention among personnel. Conducts training courses in the use and operation of PPE. Ensures site operating personnel are trained and recognize their role in process safety k) Assists in investigations into all incidents/near misses and prepares an independent assessment of cause, results and measures to be taken to avoid future occurrences. Participate in incident control duties during major accident emergencies or drills l) Ensures implementation of Competency Based Training & Development programs, through use of Personal Development Plans (PDP’s).
